Dark purple eyeshdow is great under the eyes for shadows. For "tired", eyebrows that are a bit sunken (drawn on lower than the natural brow) help too, as do downturns at the corners of the mouth done with just a dab of darker lip pencil in the corners of the mouth. Using an ashy looking base will also help a lot. Really though, it's the actors movements and the way the body is held that will give the big picture of exhaustion.
